I Introduction to the region and basic information

Italy is one of the few markets in Europe where properties in top locations have held value for decades despite global crises. Adding to this a favorable tax system for foreign investors, wide availability of credit by Italian banks and a developed rental management market, we get a market that offers not only prestige but real, quantifiable conditions for building long-term assets.

The Italian market is extremely diverse. Milan and Rome are stable markets with strong long-term demand from students, expats and companies. Tuscany, Lake Como and Sardinia attract wealthy foreign buyers and generate high returns from short-term rental. Sicily and the south of Italy offer lower purchase prices with increasing tourism – greater potential for value appreciation with higher risk. The optimal choice depends on the investment strategy and time horizon.

Yes, especially in the premium segment and in key tourist locations. Despite nationwide property prices rising more slowly over the years than in other EU countries, this is precisely what has made Italy avoided market overheating. Since 2024, there has been a clear recovery — prices of new investments have increased by nearly 9.4%, and demand from foreign buyers is systematically growing.

Yes, without any restrictions. As an EU citizen, a Pole has the full right to purchase real estate in Italy –both on the primary and secondary markets – on the same terms as an Italian citizen. The transaction takes place in the form of a notarial deed and is registered in the public real estate register, which ensures full protection of title.

II Logistics and practical aspects of travel

Italy is one of the best connected countries in Europe with Poland. Direct flights operate from Warsaw, Krakow, Wroclaw, Gdansk and Katowice to Rome, Milan, Venice, Bologna and Palermo. The flight time is between 2 and 2.5 hours, making Italy one of the logistically closer foreign markets available from Velora Estate. Some people also choose to travel by car this is an additional communication convenience.

It depends on the purpose of the visit. In large cities, Rome, Milan or Florence, public transport or taxis are more efficient. A car becomes essential when browsing properties outside the city center, in Tuscany, by the lakes or on the coast. Italy has a well-developed motorway network, and renting a car directly at the airport or online in advance is no problem for European driving licence holders.

Italy belong to the eurozone, so all transactions – both daily purchases and payments related to the purchase of real estate – are made in euros. For the Polish investor, this means full cost transparency without additional currency converters and exchange rate risk at any stage of the investment.

III Formal aspects of the purchase of real estate

 The process consists of four main stages. The first one is written purchase offer (Proposta d'acquisto)  once it is accepted by the seller, both parties are legally bound by it. Then it is signed preliminary agreement (Compromesso), which specifies the price, transaction terms and payment schedule – the buyer then pays an advance of 10-20% of the price. If the buyer withdraws at this stage, he loses the advance payment; if the seller – refunds it twice. The next step is involvement of the notary (Notaio)  an independent legal body acting on behalf of both parties, which the buyer has the right to choose independently. The whole thing finalizes notarial deed (Horn)  after signing it and settling the payment, the buyer receives the keys.

The requirements are minimal. Essential are a valid identity document and an Italian tax number  codice fiscale  which can be obtained from the Italian Consulate in Poland or directly from the Italian Tax Office. In the case of credit financing, additional opening of an Italian bank account. As an EU citizen, a Pole does not need any additional permits to purchase real estate in Italy.

Taxes depend on whether you are buying the property as a main residence or second home, and whether the seller is a private individual or a developer. When purchasing a second home from a private individual registration tax is 9% of the cadastral value. When purchasing from a developer VAT applies at 10% (or 22% for luxury properties). In addition, there are notarial costs and a standard agency commission of 3–4% in Italy, paid by both parties to the transaction. The total additional costs above the purchase price are worth estimating at 10–15% of the property value.

Yes in both cases. Remote purchase is possible by appointing a representative – a notarized power of attorney is enough to carry out the entire process without appearing in person in Italy. Bank financing is available to foreigners – Italian banks offer mortgages up to 70% of the property value, provided that the buyer's total credit obligations do not exceed approximately 35% of the gross of its income. The loan agreement requires separate notarial registration (atto di mutuo).

IV Financial aspects of investment

The average gross rate of return on leases in Italy is around 7–7.5% per year, but the results are highly dependent on the location and leasing model. Short-term rental in tourist destinations, such as Rome, Florence, Venice, the Sicilian coast, Sardinia, allows for returns exceeding 7% gross, but requires active management and is associated with a certain seasonality. Long-term rental in academic cities Bologna, Padua, Milan – generates lower rates but provides stable, predictable revenue year-round. The choice of strategy should be based on the investor's profile and readiness for operational involvement.

The main tax on property ownership is IMU — municipal tax charged on cadastral value, applicable to owners of second homes and investment properties, including non-residents. The rate is determined by each municipality individually – it is usually between 0.4% and 1.06% of the cadastral value per year. In addition to fixed costs, there are utility fees, property insurance and – in the case of management by an external company – a commission for servicing the lease, usually at the level of 20–25% of short-term lease income.

Yes, the Italian real estate market in key locations is systematic increase in value, and demand from foreign buyers remains strong. Profit from the sale of real estate made in the first five years after purchase is subject to capital gains tax of 26%. Five years after acquisition, sales are exempt from this tax, making Italy an attractive market for investors with a medium- and long-term horizon.

V Professional support and additional services

Involvement of a lawyer is not formally mandatory in Italy only a notary is mandatory. In practice, however, for a foreign investor, the presence of an independent lawyer is strongly advisable. The notary acts as a neutral public authority and does not represent the interests of either party – its role ends with the authentication of the deed and the settlement of taxes. A lawyer, on the other hand, works exclusively for the buyer: verifies the legal status of the property, checks compliance with construction and planning regulations, analyzes contracts and protects the customer's interests at every stage of the transaction. This is an area where saving on fees can be expensive.

Most property owners in Italy use services of local management companies, which take over all operational services – marketing and reservations, contact with guests or tenants, cleaning, minor repairs and billing.
